[tlaplus] TLA+ Toolbox 1.7.1 maintenance release

Hi,

the 1.7.1 TLA+ Toolbox & Tools release has been made available [1][2], 
which is a maintenance release that addresses several bugs. Please check 
the changelog [1] for details.

You can skip 1.7.1 if you've already upgraded to a nightly build 
(version 1.8.0) since the 1.7.0 release in April.
