At the TLC level, https://github.com/tlaplus/tlaplus/issues/835, https://github.com/tlaplus/tlaplus/issues/866, and https://github.com/tlaplus/tlaplus/issues/883 are blockers from my perspective.  With regards to the Toolbox, Stephan already mentioned the shortage of volunteers to do, for example, release testing.
